In the case of Iraq, the sanctions were in reaction to Iraq’s occupation of Kuwait. The purpose of the sanctions was to force the Iraqi invaders to withdraw from Kuwait. It was also expected that tight economic sanctions would reduce the welfare of the country and consequently trigger the affected masses to overthrow Saddam Hussein’s government. The economic consequences have been terrible, inflation skyrocketed, personal income reached the lowest in the world, while unemployment hit a record high. The Iraqi army did not withdraw from Kuwait peacefully, however, nor was Saddam overthrown. In this article, we will discuss the consequence of the economic sanctions and why they punished the people more than the government. INDEX WORDS:

BIBLIOGRAPHIC LEVEL: part of a serial Human rights limitations to economic enforcement measures under article 41 of the United Nations charter and the Iraqi sanctions regime / Wet, Erika de REFERENCE TO GENERIC UNIT (Periodica): Leiden journal of international law : vol. 14; no. 2., p. 277-300. - Hague : Kluwer Law, 2001. - ISSN 0922-1565 LANGUAGE: ENG ABSTRACT: This article questions the legality of the extent of the Iraqi sanctions regime, due to its severe impact on human rights such as the right to life and the right to health. After examining whether the Security Council is bound by human rights, the article examines if and to what extent the Security Council may limit human rights norms when imposing economic sanctions. In the process it distinguishes between non-derogable and derogable human rights. With respect to the latter, it supports limitation in accordance with a proportionality principle that protects the core of the rights involved, while at the same time allows the Security Council the flexibility required by its unique role in the maintenance of international peace and security.
