ABSTRACT: Human rights abuses are warning signs for preventive diplomacy. UN norms can be a tight selection of the most important human rights and implied programme objectives, which should be the solid base of reference in peaceful UN dealings with recalcitrant governments. However, one has to hunt to find norms in the UN System and their universality and legal basis can still be questioned. Even post cold war, the UN System Secretariats are still inhibited from forceful promotion of even civil human rights norms because so many countries at all stages of development are sensitive to criticisms of their human rights record; UN country offices only act within a narrow framework of government consent. UN human rights country machinery is crisis determined and experimental. Democracy and basic minimum social needs are programme norms. However much contested, social rights are central to the insecurities at the heart of internal disputes; remedies also imply massively increased aid transfers. To overcome these barriers and produce a programme cutting edge at the country level, it is necessary to: concentrate the UN Secretariat around peace and security, preventive diplomacy and essential human rights improvement; further co-ordinate and unify the specialised agencies with the UN; bring the Bretton Woods organisations into the Preventive Diplomacy Framework; orient UNDP towards being more the principal arm of the UN at the country level rather than a competitive development agency, improve the representative capacity of Resident Co-ordinators, and country offices, including developed countries; regularly negotiate special framework strategies for countries who pass set human rights abuse limits; clarify, tighten the strengths and legal status of, and choose a definite time based focus and priority for programme norms.
