REFERENCE TO GENERIC UNIT: The fifth freedom - (Coleccion debate ; No. 6) - San Salvador : UCA editores, 1987. ISBN 84 8405 104 8 LANGUAGE: SPA ABSTRACT: A translation of Chomsky's book about the principles of the US international and security policy, consisting of his lectures and conferences kept at the universities of Nicaragua in 1986.Chomski gives an analysis of his own country's policy towards Central America, the name of the book comes from his definition of the fifth, not in any official document mentioned freedom to defend US' intrests by all means. He begins explaining the history of the US foreign policy from Monroy doctrine and the domino theory towards the new concept of the international policy of the Reagan administration, giving several concrete examples of the US government's intervention in the policy of independent countries.Chomski explains how US prefers dictator Trujillo to any Castro, and how this basic idea of Kennedy has been concreted in Central America, how US advised to form the death squads in Guatemala and El Salvador, and how any attempt to build a more democratic regime instead of a US supported military one has been systematically overthrown. BIBLIOGRAPHIC LEVEL: part of a serial El amigo (norte)americano / Marin, Raul REFERENCE TO GENERIC UNIT (Periodica): Pensamiento propio : 69., p. 5-7. - Managua, 1990. LANGUAGE: SPA ABSTRACT: "United States has no friends, only interests", said a long time ago John Foster Dulles. The changes in the world's geostrategy towards the 90ies are questioning the generosity of the "American friend". The article of Raul Marin gives the numbers of the US aid for 1991 to be presented for the Congress. In Latin America El Salvador and Honduras take the places as the most important countries recieving the biggest amounts of economic and military aid. But also there is an increase of the military aid for Colombia, Peru and Bolivia- where the drug war is going on. While in Latin America the stratey of Low Intensity Conflict keeps the costs low, the numbers for the Middle East look quite different. There is also an other explanation: the huge foreign debt of Latin America makes the continent not-interesting for new investments. Latin America is considered as hopeless for the next years to come. Meanwhile, during the years of 1982 and 1988 the continent has transfered 350 billions of US dollars mainly to US banks, while the inversions of the United States on the continent have fallen by 90 %. This makes the numbers of the aid for 1991 look quite small. INDEX WORDS:

BIBLIOGRAPHIC LEVEL: part of a serial Del injerencismo al pragmatismo / Palomes, Joan REFERENCE TO GENERIC UNIT (Periodica): Pensamiento propio : 57., p. 7-8. - Managua, 1989. LANGUAGE: SPA ABSTRACT: "The next hundred years to come, shall be american, even more than the present ones", said the American president candidate George Bush during his campaigne. "More than ever our international policy shall be determined by the internal one", admitted Gorbatshov on the Peace forum celebrated in Moscow 1987. These two declarations sintetize the strategy of the foreign policy of the two super powers, policy started in the 70ies, learned in the 80ies and anticipated for the 90ies. While Sowiet Union is realizing the Perestroika for the urgent internal need, the United States is completing the strategy iniciated by Reagan, with the goal to rebuild the imperial prestige. Palomes points out how the new policy in the SU has led Gorbatshov to look for new friendly relationships with the recently industrialized states in the Third World. She also asks why in the Document Santa Fe II, the US strategy for the 90ies, the maximum fear for the United States would be an alliance of the communism and nationalism. INDEX WORDS:

LANGUAGE: SPA ABSTRACT: "In Central America the only territory worth to fight is inside the head of the campesinos." These were the words of an ex US assessory in El Salvador, and they reflect the new strategy of the counterinsurgency war which is opening its way among those who direct the US policy towards Central America. They also form the basis for the new concept of how to fight against the liberation movements in Latin America: while the traditional way was to fight the gerrillas directly, now the proyect is named the Strategy of the Low Intensity Conflict. This is now the name por the mayority of the conlicts fought in the Third World, and especially of the wars going on in Central America. The concept includes the repression of the subversive movements and revolutionary governments and it differs from the traditional conventional warfare in the use of sophisticated armament and the small number of US soldiers used in fighting situations. It includes psycological elements, reforms and campaigns which should help to gain the popular support. Important is, to subordinate the military factors to the political ones, but in the same time, the US has developed the special operation forces, which are to give the military answer to the Low Intensity Conflicts in the Third World. Yet, from the perspectives of the interests of the United States, there is the problem of a serie of revolutionary processes, which are braking the traditional US domination in a region considered to be its strategic backup. In this interview the Peruvian general Edgardo Mercado Jarrin analyses the Central Americvan geopolitical situation, pointing out, that the US interests do not coincide with the interests of the Latin America. The Sandinist victory changed radically the the Nicaraguan reality and changed the correlation of the forces in the region. For this the United States was obliged to recompound the conditions of it's regional hegemony. They decided that Honduras should play the central geopolitical role, and this was assumed to it's government and military forces. As a result of this agreement of the Honduran government, army and commercial life with the United States is produced the territorial occupation and militarization of Honduras. INDEX WORDS:

Arce finds that Nicaragua and the whole Central American region make out the test for the Latin American future. While the United States during the second presidencial periode of Reagan insists on the strategy of the "roll back" of the revolutions, using all means, the military, economy, etc., it is even more important for Nicaragua to resist, and even advance in it's social reforms, and strangthen it's relationship with the non-aligned states.
